The technical specifications are where you play to win. This is where you explain how you will do the work, what resources you’ll use, and what added value you bring. This section usually carries the most weight in the award criteria and is where the contract is won or lost.
That’s why companies that win tenders don’t choose between the two: they follow the administrative rules to the letter and use the technical specs to stand out.
